Mandate
The Joint United Nations Programme on HIV/AIDS (UNAIDS) leads and inspires the world to achieve its shared vision of zero new HIV infections, zero discrimination and zero AIDS-related deaths. UNAIDS unites the efforts of 11 UN organizations—UNHCR, UNICEF, WFP, UNDP, UNFPA, UNODC, UN Women, ILO, UNESCO, WHO and the World Bank—and works closely with global and national partners to maximize results for the AIDS response.
Through a series of goals, resolutions and declarations, including Political Declaration on HIV/AIDS (2006), Declaration of Commitment on HIV/AIDS (2001), Millennium Development Goals (2000), and the UN Security Council Resolution 1308 (2000) adopted by Member States of the UN, the world has a set of commitments and actions to stop and reverse the spread of HIV and scale up towards universal access to HIV prevention, treatment, care and support services.
UNAIDS Strategy 2011-2015
The UNAIDS strategy aims to advance global progress in achieving country set targets for universal access to HIV prevention, treatment, care and support and to halt and reverse the spread of HIV and contribute to the achievement of the Millennium Development goals by 2015. Adopted by the Programme Coordinating Board in December 2010, the strategy works to position the HIV response in the new global environment. The AIDS response is a long term investment and the intent of the strategy is to revolutionize HIV prevention, catalyse the next phase of treatment, care and support, and advance human rights and gender equality.
UNAIDS strategy goals by 2015:
UNAIDS in Armenia
Through the Regional Support Team for Eastern Europe and Central Asia and the UNAIDS National Programme Officer in Armenia, UNAIDS provides technical support and policy advice to accelerate a multi-sectoral, comprehensive and inclusive response to HIV/AIDS in Armenia. Closely cooperating with national institutions, civil society and other international organizations, UNAIDS assists Armenia in achieving Universal Access to HIV prevention, treatment, care and support, and contributes to the attainment of its Millennium Development Goals.
UNAIDS action aims at helping Armenia to achieve the most effective and efficient use of resources, to ensure rapid action and results-based management and to strengthen national ownership of the response. One of the UN theme groups is the Joint UN Theme Group on AIDS, which is the forum to plan, manage and monitor a coordinated UN system HIV/AIDS response.
UNAIDS National Programme Officer also coordinates the implementation of the Regional Cooperation Programme in Armenia (2013-2015), funded by the Government of the Russian Federation. The Programme aims to strengthen the HIV response and stem the spread of other infectious diseases in four countries of the Commonwealth of Independent States (CIS): Armenia, Kyrgyzstan, Tajikistan and Uzbekistan.
The Programme will strengthen health systems to ensure better epidemiological surveillance of HIV and other infectious diseases in the four countries, as well as scale up prevention measures for key populations at higher risk of HIV. Over its first year, the Programme has demonstrated outstanding results in strengthening the national epidemiological surveillance systems, improving services for women and children, and advancing HIV prevention among highly vulnerable populations, including migrants and their families.
