Mr. Alexander Arzumanian, the first Ambassador of Armenia to the United Nations and Mr. William Draper, UNDP Administrator, on behalf of the United Nations, signed it. The agreement was related to the establishment of a United Nations Interim Office in Armenia "with a view to supporting and supplementing the national efforts in solving the most important problems of economic development and promoting social progress and a better standard of life. The Government of the Republic of Armenia agreed to ensure the availability of the necessary facilities to enable the Interim Office to perform its functions fully and effectively."

In December 1992 the United Nations established its office in Armenia. In October 1995 the UN Office moved to a new building in the centre of Yerevan at 14 Karl Liebknecht (renamed to Petros Adamyan street). In 1998 the UN Armenia Office was designated by the UN Secretary-General as a UN House. In 1998 the UN Armenian Office was renamed into UN House by the Secretary General.
In 1994-2000 Department of Humanitarian Affairs operated in the UN Armenian Office, which was later renamed into the Office for the Coordination of Humanitarian Affairs (OCHA). The office completed its mission when Armenia came out from the crisis.
In 2001-2006 United Nations Development Fund for Women (UNIFEM) implemented “Women for Conflict Resolution and Peace Building in the Southern Caucasus” project.
Currently the United Nations Development Programme (UNDP), United Nations High Commissioner for Refugees (UNHCR), World Food Programme (WFP), United Nations Children's Fund (UNICEF), Department of Public Information (DPI), United Nations Population Fund (UNFPA), Joint United Nations Programme on HIV/AIDS (UNAIDS), United Nations Industrial Development Organisation (UNIDO) and the International Organisation for Migration (IOM) share offices in the UN House. All the Agencies, Programmes and Funds are united by and share a commitment for cost-efficiency through a framework of common services. This policy is fully in line with the initiative of the Secretary-General for strengthening of the UN System by saving on the administrative costs to the benefit of the programmes implemented. The United Nations Resident Coordinator/UNDP Representative coordinates the UN family in the country.
